No surprise is it? Evans doesn't do anything until it's far too late. The owner needs to cut out middle men, and takes responsibility for the 5h1tshow off the pitch himself, We are always too slow to react to anything, too many layers of bureaucracy before you get to the guy who can actually do anything. Maybe if he was the one to be shot at instead of O'Neill, his latest meat shield, he'd have more motivation to pay attention to what's going on and actually take action for once.
