I'm not sure how realistic it is for anyone to expect either websites or governments to have a backup to a CDN service otherwise they wouldn't need to use the service.
These outages aren't that common and it lasted less than an hour.

I've never fully understoud DNS, but wouldn't it take longer than an hour for DNS changes to propgate the internet in any case? |  |

DNS changes can take that long, but this wasn't a DNS issue. |  |
