Is he going to give them each a rifle and go for mass WW2 style attack or fill out the gaps in existing battalions? Or is he going to train them, given they’re sweeping up anyone and everyone? Hardly. It takes too long.
In any case if his stated intention to use nuclear weapons if the west doesn’t bend the knee, why does he need to recruit?
Putin is also controlling the army, allegedly, which means it’s ability to move quickly is up there with the German army after Hitler did the same.
Talking of Hitler, when Germany was coming apart, they recruited the old men, children and wounded/disabled into the Volkssturm. Home Guard to you and me. Off they shambled and as soon as the regular soldiers saw them, they hustled them to the front line while they trotted to the back or out of it. The Volkssturm were mown down like corn. I can see this happening again.

There must be the thought that Putin is readying for something wider than Ukraine, as it is clear that having soldiers is not enough. Ukraines recent push was backed by US/Nato high tech stuff, which Russia is running out of.
By wider I would suggest it could be closer to home as internal unrest has continued to grow over the past week or so - and I don't doubt the west has let it be known to far flung regions that they would back any move to autonomy. Hence those areas already being drafted. Best way to remove them from harms way, so to speak.
There would be the clear statement to the Tartars. You have the oil, but Moscow gets the money.
And for as long as the west is dependent upon oil outside of it's control it will do whatever it can to gain influence if not control - hence the century long fighting in the Middle East. And the long term goal must be to break up Russia into smaller parts, as it did with the Soviet Union. |  | | |

Tell your public the mother land is under attack from the horrible West and you need people to defend it. Forcibly put into uniform those who don't agree with you and use them to replace your fully trained soldiers. Then use a nuclear weapon and if it does kill any of those Russian soldiers, no problem as they didn't agree with you anyway? |  | | |
