FFP is a funny old game.

Effectively it protects the cartel of traditional big clubs who are traditionally the biggest spenders. Lets not pretend that Man Utd and Liverpool havent been huge spenders over the past 40 years.

....to compound that, it restricts the ability of 'smaller clubs' to grow and compete.

Any club playing catch up, will need a significant injections of external funds. Thats the same for any industry.

FFP really is contradictory beast and an extraordinarily complex one. For me the biggest issue with City was the obfuscation and the fact they clearly were doing stuff they knew they shouldn't and then taking ages to come forward with the information is also a huge factor.
