Not that I think our new recruitment team is gonna do a Norwich and 'scour[ed] the whole of Europe' and end up appointing Neil Adams, but I swear I read that Brexit rules had relaxed and you could bring in 2 or 3 players no worries.

Surely that's a better option than the £3/4/5 mill we keep getting quoted for any half decent striker in England who would be willing to play in the Championship

The two main additions to Sam Williams recruitment team only came into the club in Jan and Apr. While we might be looking outside of the the UK our recruitment capability is still evolving and it might take another window before we're really focussing on other areas.
