Rooney's Plymouth not reacting well to being described as worse than their U18s on 16:34 - Nov 30 with 722 views | SuperKieranMcKenna | Another masterclass in man management from Rooney - threw his B’ham players under a bus too. Plymouth were always going to struggle on their budget. What they needed was a manager with a track record of squeezing the most out of his players, and instilling resilience and spirit. Not sure where on Rooney’s CV Plymouth’s owners saw that.

I think the owner said something along the lines that Rooney wasn't even on their radar but then they interviewed him and were very impressed! I struggle to imagine that interview if it was the case.

I think that's part of how owners get duped by the likes of Rooney and Lampard. They assume that an ex-player of their calibre would never be interested in little old Plymouth/Brum/Coventry, and get all starry-eyed when their CV lands in their in tray.
