They've gone from a fairly sensible limit of cutting down foreign players from 17 in squad of 25 to 13, and this should help with English players getting opportunities.
Interesting that if PL don't agree, the FA are saying they will make it more difficult to get foreigners in and stick to work permit rules non-EU nationals have to have.
This coupled up with EU players not being allowed to move here before they are 18 could be the best thing to happen to the national side in a while.
Why? If fewer overseas players meant a more successful national team then England would have been extremely successful before the advent of the PL and free movement

It would allow the quality youngsters which we have begun to develop over the last 10 or so years the chance to get more opportunities - alongside the top foreign players from across the world.
That isn't how it was described on the radio a couple of weeks back. The case was then described as the FA having taken advcie from the Home Office on what they were going to allow. The whole thing surrounds what the HO put into their legislation - not yet published but it was said about 25% of EU players in the UK would be disqualified for not havign lived in the UK for at least 5 years. Work permits will not be issued by the FA but by the HO Mrs May described to the CBI her view of what the restricitions EU nationals will face after we leave the EU. Some are concerened EU personnel will not be allowed to work here at all - as withe verythign else it isn't clear

Suspect the better youngsters will be hoovered up sooner by the bigger clubs but they will have to pay more.
Unless the FA also impose restrictions on the number of players a club can send out on loan.
