Why does there need to be a 'change of policy' in order to officers on the ground to adopt an approach where "...indiscriminately hit[ting] people caught in the crush with their batons" is not the order of the day!?

I fear it says an awful lot about the culture of the SYP for a long, long time.
I hesistate to digress further for the same reasons as BL.
