They aren't strictly necessary, but do make everyone's life easier (e.g. not having to go through a log-in procedure every time, or keep changing settings back to how you want them).
Agree about the tiresome - and generally pointless - notifications.
Some cookies are necessary to help with buying stuff as they keep track of your basket, etc. Most are not. As someone who is involved in rolling out TrustArc in the company I work for I can vouch for the fact that cookie consent management is a necessary pain in the backside.
