Think that's right that it is optional for EFL clubs. Championship clubs have, by and large, carried out testing at their own cost. L1 & L2 clubs haven't, due to cost and (rightly or wrongly) the potential impact of a high number of positive results. This does cause issues when cup games pit L1/L2 clubs against PL clubs, as happened when Hull played West Ham. PL clubs tend to offer testing to lower league clubs at their own expense but this does not have to be taken up, as Hull opted to do.
