I don’t think it allows them not to pay taxes. It allows them to bring parts in without paying duty. They can then manufacture goods which they can export or sell on into the Uk so long as at that point they pay the duties.
This attract businesses and provides employment in the region. It also attract satellite support businesses that do not necessarily make use of the Freeport status. So they all provide employment and pay taxes. The idea is that Freeport’s help stimulate areas of low economic activity.

Should have read all the posts first. I see others have explained this at some length.
