I reckon we'll have to pay close to £1m for him (in January) if QPR decide to sell. And there will be the usual sell-on clauses. On a sidenote, I sincerely hope Norwood stays until the end of the season at the very least and is not farmed out in the new year.

Incorrect, it's nothing to do with nett transfer income, it's just about turnover. So any sales count towards your turnover, but outgoing fees do not count against.

What it does is actually encourages you to sell half your team and buy expensive replacements. It doesn't make any sense.

Sorry that isn't right. See text from SCMP below which defines what elements form turnover:

2.4 Net Transfer Income — Include actual cash received in the year from other clubs by way of Compensation Fee, Transfer Fee and / or Loan Fee (in these Notes, “Transfer Fees”), less any actual cash paid to other clubs by way of Transfer Fees. Any advances of Transfer Fees from organisations such as Close Leasing can only be included where the instalments being advanced against fall due within the Reporting Period covered by the relevant SCMP Submission.

It isn't just income from transfers, it's net surplus of transfers
