It's got nothing to do with safety and everything to do with power and control. Terraces afford fans anonymity - you simply buy a ticket in a large area and are one face in a giant mass. The football authorities have resisted terracing for so long because they preferred having fans in neat little rows, each numbered and easily identifiable and thus easier to monitor and police (which all went to pot when fans ignored this and stood anyway). The clamour for bringing back standing areas became so great, however, that the football authorities had to do something, so begrudgingly went with the most meagre concession they could - railseating - and even then packed with caveats like having to have one ticket per standing spot and having to offer a seat in case anyone wants to sit (in a designated standing area)... So this is what we're stuck with. But it's just the first step. They can't suppress the human instinct to congregate and mingle, so after a few years - after more running battles with fans who continue to just stand where they want and not in their designated little spot - they'll allow clubs to remove a row or two of railseating and start getting back to something that resembles normal terracing... |  |
