Newcastle PSR 12:48 - Jun 29 with 2525 views | urbanpenguin | Lots of talk about Newcastle panicking about Monday's PSR cutoff. Any players there you think Ipswich might try to get to help the Geordies out? And, as a side, there's a real risk some clubs don't reach their psr needs, especially if the authorities "undo" the youth transfers three clubs did between each other to have the regulations. Would points deduction punishments hit next season, hypothetically?

It’s risky but what I think they’ll do. In fact all clubs should say fk it and until Man City’s cheating is dealt with.

We agree that it appears to be tomorrow. But the cut off is determined by the end of their accounting period (their "accounting reference date"), which in the case of the relevant Newcastle company appears to be tomorrow. Their accounting reference date, for the purposes of the rules, has to be between 31 May and 31 July inclusive, but can be any date they fancy between those dates. The 'cut off' is only 30 June if the relevant accounts are prepared up to 30 June, and that is not something that the Premier League has any right to determine. I really don't understand why so many people claim to know the rules without actually ever having looked at them, journalists included. The relevant rule in respect of the fabled £105m loss limit is E.53. The relevant definitions (for the purposes of understanding what the relevant accounting period is) are set out at the following paragraphs within the Rules: A.1.201 A.1.11 A.1.85 A.1.14 In short, the relevant losses are those in the Annual Accounts. And rule A.1.14 says that : "“Annual Accounts” means: (a) the accounts which each Club’s directors are required to prepare pursuant to section 394 of the Act; or (b) if the Club considers it appropriate or the Board so requests, the Group Accounts of the Group of which the Club is a member and which it is required to prepare pursuant to section 399 of the Act, or which it is required to deliver to the Registrar of Companies pursuant to section 400(2)(e) or section 401(2)(f) of the Act, provided that in either case the accounts are prepared to an accounting reference date (as defined in section 391 of the Act) which falls between 31 May and 31 July inclusive. If the accounting reference date falls at any other time, separate accounts for the Club or the Group (as appropriate) must be prepared for a period of 12 months ending on a date between 31 May and 31 July inclusive, and in such a case “Annual Accounts” means those accounts. Annual Accounts must be prepared and audited in accordance with all legal and regulatory requirements applicable to accounts prepared pursuant to section 394 of the Act;"
