Do they mean physically reduce the fee and therfore demand refunds to buying clubs, or just amend the figures in the selling clubs accounts?
I think its down to player exchanges , where basically they swap players but inflate the fee of said players. Where club A swops player a player with club B with a top up fee of say £2M they value the play at £10m or £50m however the fee paid is still £2m.
