"Back in 2019, IFAB permitted contact with the top of the arm, colloquially dubbed the "sleeve rule," which gives players some leeway with using their shoulder.

This means a ball which touches the upper portion of a player's arm will not be considered a handball, and leaves only blatant handball fouls to be punished."


the "sleeve rule" is a bit of a misnomer as it does not tally with the current wording re armpit level. Also the rules are interpreted differently for attackers and defenders because of their different roles (you don't get attackers trying to block shots etc) .As it was an attacker involved any direct contact with the arm or hand is considered handball. There is a little more leeway with defenders.

Odd that they don't write that explicitly into the rules if that is the intended application!

There is no way that there is any clear evidence of any part of the ball striking any part of the attacker's arm below armpit level (which is the way the rule is written). Why isn't it written as: "If it is a defender it shall only be handball if below the level of the armpit but for an attacker striking any part of the upper arm is deemed handball?"
