All those police and secret service agents there and nobody spotted the guy with a rifle on top of a nearby building?

The local police did notice him, just the other agencies weren't interested because he was outside the perimeter and nobody did anything about it until the bloke had got up onto a roof. Utter cock-up, but not surprising when there's no proper co-ordination and control.
