Can someone explain to me why the game wasn’t instantly stopped when we kicked a Fulham player full in the face - and the ref waved play on - which ended in the morsy penalty

Never going to happen. We all know that rule is used as much as a tactic as it is a safety measure. Referee wasn't going to stop the game while Fulham were attacking.

Whenever there's a genuine concern for a player's head players tend to stop anyway.

The annoying thing for me recently is facial injuries, like when Odegaard got a hand to the face against us, being treated like head injuries.
