Because the owners are running the club as some kind of tax dodge, and they can offset any losses that the club makes against profits elsewhere in the group, which somehow helps to make their profits more profitable, and their losses less lossy.
It's more valuable for them to keep the club in the Championship and loss-making, than it is to get promoted again.
