We visited the Netherlands in October, and at 10am on the Monday sirens started sounding. Was a little surreal but everyone else just carried on so after a quick google I established it is a regular thing on the first Monday of every month.
"In the Netherlands, public warning sirens are tested every first Monday at 12 PM. These sirens, which sound for one minute and 26 seconds, are used to alert citizens during emergencies such as industrial fires, flooding, and other disasters. The sirens are part of the Warning and Alarm System (WAS) and have been in place since 1998."

The aliens are already here fwiw, but my phone is set to block these things, I still remember sitting in the Fat Cat...Sheffield the OG, when it went off and half the pub hadnt a clue what was going on, it was just funny the 30 sec delay everyone had so it went on for about 3mins.
And It's worse to handle with aged parents who dont understand these things and will panic when it happens even though you've told them its happening. That's the part I question why a live test is needed its not necessary imo
Telcos test all kinds of live network scenarios all the time and prove things work, without it affecting real users at all.

Last time we had one of these things, I got loads of alerts forewarning of it, but entirely failed to notice when it went off.

I was in Oslo a year or two ago when they did similar.
