Seems to be an u21 signing but a loan with obligation to buy

I assume that obligation is if town get promoted, or could an obligation for u21s be if he plays a certain amount of games?

I think it's like Fletcher whom we have signed in the same way I believe. It's a done perm deal but just not becoming perm immediately. Not sure the full reasons around that or if just a case it works for all parties in terms of PSR or something.

This is what I would expect. I am sure it will be to do with financial terms. It will mean the player isn't available for our first team this season due to it being a loan (although I am sure he wouldn't have been considered for it anyway).
