Yes, I agree with you there. The unofficial culture would certainly have been 'you see nothing, you hear nothing, and you say nothing'. I just can't see that officers will willingly drop themselves in the brown stuff unless said policy is formally acknowledged, and full immunity is offered in return for full and frank recollections. I think that would open far too big a can of worms. |  |
