Fair dos to the club for not rolling over on this. Absolute joke of a proposal that should be resisted at every level imho. I'd happily suggest a fundraiser to do a JR on the decision if it did happen. Such a backwards way of policing - putting restrictions on all Towen fans because of a concern of poor behaviour of a small fraction.

Please accept my apologies for the delayed response. Your enquiry was referred to Norfolk Constabulary to obtain clarification regarding the policing operation for the Norfolk and Ipswich Derby, and there was a delay in receiving their response.

As the event has now taken place since your original enquiry, I would note that information relating to the planned policing of the fixture was made publicly available in the weeks leading up to the derby. This was published on the Norfolk Constabulary website and social media channels, as well as on the Ipswich Town FC website.

In summary, the policing operation was designed to ensure public safety, prevent crime and disorder, minimise disruption, and support supporters travelling to and from the stadium. Following discussions between the police, both football clubs, and partner agencies, supporters of Ipswich Town FC were offered a choice of four designated ticket collection and travel options:

Travel via official supporters’ coaches
Parking at Postwick Park and Ride
Travel by train (excluding the Ipswich–Norwich line)
Making their own way to the ticket collection point on Lower Clarence Road, Norwich

Supporters were required to select their preferred travel option in advance, with tickets allocated for collection based on that choice. Ticket arrangements for away supporters were managed by Ipswich Town FC, and further details can be found via the link below:

My understanding is that for most football matches, the police are consulted but cannot necessarily determine the football club’s ticketing and travel arrangements with supporters. This would appear to be borne out by the options that were provided to ticket holders on this occasion.
