Part of the problem it the disparity in punishments. A free kick to the defending side is easy to give. A penalty is much less so.

Agreed coaching definitely played on this psychology. If the PGMOL could get referees to stick with any guidance on taking a hard line on anything for more than3 games into a season it would help.
