Well, Iraq, Iran and North Korea and then later Cuba, Syria and Libya.

Lets not forget, unlike U2, 'The Axis of Evil' is not an actual group, its a term coined by George Bush, at least one of which, (Iraq and latterly Libya), were mentioned explicitly and deliberately to pursue an illegal war against. As Bush cited Iraq in his state of the union address as, 'trying to acquire weapons of mass destruction' when he first mentioned the 'axis of evil'
