Of course could be somewhere entirely different, I know the US is awash with 'Orange Counties'
Edit: Flint is where they had lead in the towns water supply. Entirely different Flint, but confused enough that the Flint in the OP story have been lobbying to change the town's name. [Post edited 3 Jul 22:02]

This is a systemic issue, and the authorities are far more to blame than the parents. The child was severely autistic. I have a child who is on the spectrum, though is verbal and able to function well in society, and it is very hard at times. The parents acknowledge that they themselves have mental health issues.
Americans love to bang on about the sanctity of life, but the system there doesn't give a toss about a child the moment it leaves the mother's womb
