It must have been deliberately targeted because someone got a heads-up phone call before it was bombed.

I don't this at all. I am aware Hamas are behaving disgracefully with their own indiscriminate launches, but the Israelis have bombed a refugee camp for goodness' sake.

You'd think with their technology that could be avoided.

Except that Hamas (or the other, smaller organisations not necessarily under their control) are not beyond basing themselves in refugee camps. After all they are prime recruting grounds for the militants. Plus Gaza is not very big.

So it was probably deliberate.

The IDF gives notice when they are going to destroy large buildings so they can be evacuated. In some cases they drop a 'roof tap' bomb on them prior to the ones that destroy them.

As Guthrum says, a big issue is Hamas deliberately using civilian sites for storing/launching weapons so that it makes Israel look bad when they destroy the sites.

But as you say, when space is in short supply...

No one will find me defending the factions of Hamas who are firing at Israeli families either, but Israel doesn't need to slaughter innocents this way.

They've had years to sort this out.
