Reports like that (some of them true) fly back and forth on a regular basis between the Ukrainian and Rebel sides. The ceasefire has never been entirely effective.
This isn't even necessarily Russia creating the narrative. It could be the Separatists looking to keep the crisis warm for their own benefit (weapons, support, money). There are multiple agendas at play, right down to the level of rivalries between individual local commanders.

Tho they are only attacks against websites (as far as is public knowlege), not actual infrastructure.
Hitting the front desk of the Ukrainian MoD has no real significance, other than making a statement. Even with the banks, it's more a temporary inconvenience for customers than an actual threat to the financial structure of the nation.
All of this is within the capabilities of "ordinary" hackers, as well as state operatives. It's not impossible this could have been done by a private individuals (or a group) inspired by Russian nationalism/hostility to Ukraine - even just a desire to cause trouble or for financial gain - and not under government direction or orders. | |

No. If you're moving large numbers of armoured vehicles - and, more importantly, logistics - you need firm ground to be able to do so*. If you're confined to paved roads, that drastically limits lines of attack and prevents the outflanking of blocking positions.
Helicopters can help, but they can't transport heavy tanks.
The thaw mud on the steppe is notorious. It completely bogged down fighting for months of the year during World War II.
