Because it's very difficult to jam a truck in the middle of a field which isn't connected to the internet. Or unguided rockets (as the Russians have been using) and artillery. Or a bloke with a rifle. Plus militaries expect that sort of thing and their systems are hardened - or they hope they are.

Cyber warfare is better at striking strategic assets and infrastructure, such as banks and power networks.

Sure, but we don't want to fire off our best stuff at this point. You can't use the same thing twice (unless the victim is very careless).

Plus disabling the entire Russian power grid, say, might be considered sufficient cause to start throwing nukes around, especially the mood Putin is in at the moment.
