More subs plus officials have been instructed to 'clamp down' on time wasting which pretty much means chuck an extra couple of minutes or so onto the added time.

Well yes, it's actually very simple. More subs, so usually 30 second per substitution and then factor in it's from both sides. 5 or 6 mins is the norm now.
