It’s easier to strike a ball clean off a flat, unscuffed, surface. Also, players tend to ‘scuff’ the area around the penalty spot so to make the turf ‘loose’ in the place the kickers standing foot will go, to encourage a slip and a miss kick. Then on top of that you have it being done for purely psychological reasons. |  | |  |
