There have been a few on eBay over the years that have been posted on here, and the consensus has generally been that they are Manufacturers samples from the pre-digital design era, when the company would physically send a few shirts over for the club to pick between.
They either get shoved in a locker and eventually make their way out of the club a while later, or sent back, and eventually make their way out of the pre-production office of the manufacturer. [Post edited 10 Jul 0:06]

Have to say I've never seen anything like it. Even if the shirt was a match-worn Town shirt, I strongly think the numbering isn't the original.
I've seen a couple of Town Adidas shirts from American Ebay from the early-80s that were very close to Town shirts of that era, but that significant differences. For example, saw the white Radio Orwell away shirt, but the collar and cuffs etc were all red instead of blue. |  | | |

Description says short sleeves when it’s clearly long sleeves. Numbering is weird font. And are there two stripes on sleeves or three? Hard to tell. It’s not a bad looking shirt. Just not sure what kind of shirt or year it’s from . |  |
