Kane said he did it because when doing research on the keeper, he realised he came off his line a lot. (That's why he was instantly at the ref after the save). It forces the keeper to keep on his line which does make it harder for the keeper.
Although I do agree any stopping should be banned. Should be like a Rugby conversion / similar thought process (although not sure the GK should be allowed to charge the penalty taker haha).
