You're absolutely right, there's no way the club would go to any effort on negotiating a price without knowing that the player would be open to the move.
Otherwise it's just a complete waste of everyone's time when it's so important not to be wasting time.

There is also a big difference between "doesnt want to come" and "believes he could go to a larger club".
Lets be honest, it is unlikely to be his lifelong dream to play at Portman road, and therefore it's reasonable for him to want to weigh up his options before deciding where to go. Its also reasonable for us to move onto other targets if that takes more time than we want, and equally if we reach the end of the month and we are each of our best options, it's reasonable to move ahead enthusiastically with his signing. | | | |
