The end of the summary is the likely plan. And they make a good point about China and South Korea - remains to be seen if that suppression is possible to sustain over a longer period.

Importantly the opening section sums up very well the dilemma of approach, some of the factors to take into account, and the uncertainty and difficulty in knowing which might be best. Worth a read.
