There are some niche linux based OS phones you can buy which fit the bill. However you trade your privacy for ease of use and functionality. If you're not familiar with Linux and already a bit of a computer geek, they sound like a non-starter for 99% of people.

This is the correct answer. There are Android forks like CalyxOS or Graphene that fit the bill but you're going to have to be confident in your your ability to flash phones and dealing with problems which can include just completely bricking an expensive device.

That's without getting into you then using the device in a way where you're limiting your digital footprint.

Basically don't recommend it for anyone unless they are confident with this sort of stuff.
