Deliberate policy by the owners, they don't want top 2 they would prefer a playoff final. Yanks don't really do league winners are the 'winners' they much prefer a playoff final to determine the real 'winners'. Hence only investing just enough so we finish in one of the playoff positions and then getting to a playoff final.
