If he’s got a rotator cuff tear , conservative rehab ( strengthening) has the same beneficial outcomes as surgery. But with surgery there’s always a chance of getting a Frozen Shoulder post surgery, which would mean months potentially …. Snd then you still have to do the physio rehab after surgical repair.
