I think it depends where they are in the tournament cycle.

You could be 20 when qualification starts, but 22 by the time the finals come round.

Edit guess you mean Slicker, my upvote is sustained then.

To be fair "under 21s" is already a misnomer as it includes players who are 21 already, Slicker will be 22 next month. Should be "under 22s"
