Presumably the DOAGSO has always been interpreted as effectively being a one-on-one? Can see if what he was saying, the defender was going to get close, but you could still say it was a goal scoring opportunity.

Same for any tackle in your own half made by a defender if that was the case.
Imo it's only denying it if it stopped the player having a free shot at the keeper and the goal.
