He blows with the wind and promises one day, threatens another and backs down on the third.

No one can believe a single word he says so the Hungarian people would be foolish to trust him even if they thought this was meant as an economic promise to endorse him.

The biggest problem is that the rest of the world has to deal with never sure what he will actually do next.
