Alf won the World Cup. For me that tops all the other achievements by all the brilliant managers mentioned

He was poor afterwards though. Had a better team in 1970 and messed up in the QF. Then didn't even qualify in 74.

But aside from his remarkable success at Ipswich, his England team won the World Cup - the ultimate. Failing in 70 and 74 doesn’t take that away any more than Brian Clough’s relegation in his last season with Forest takes away his magnificent achievements.

I disagree. While winning what was for the neutral a poor World Cup was a great achievement, post 1970 Ramsey was far too loyal to certain players & hugely mistrustful of flair players. Revie - a hugely successful one-club manager - was a poor fit for England, trying to do the same things he had done at Leeds & expecting them to work at international level. Rather the opposite of Ramsey in that he had no idea what his best team was. However, he seemed the best appointment at the time.
As far as English managers from my time of watching football are concerned, Clough is head & shoulders above everyone. Taking two struggling 2nd division clubs to the Championship & one to European glory. He might well have done the same at Derby if he hadn't been forced out. It would have been fascinating to have seen how he would have fared with England. Picking Greenwood ahead of him was a typical lily-livered FA decision, petrified of Clough's independence.
