Nothing surprises me with regards to what China are doing to the Uighurs. It's all awful.

However this specific technology seems pointless. Given they are incarcerating the Uighurs, forcing them to abandon their culture, learn Mandarin and then work as basically slaves I am pretty sure the mindset of all of them that this will be used on would be "negative and anxious".

Agreed, but what about when the tech doesn't require the subject to be strapped in and still? The one file / one person thing sounds even worse too.

Don't move to China?

I think things are going to be pretty different in the West with a large pushback against these types of metrics and more ownership of personal data.

China is a lost cause, they have an entirely different mindset to the West and it's very hard to see how that is going to change. We are only going to drift further apart.
