You've misinterpreted - setback is the *minimum* temp, so house doesn't drop below 14C at any time. Whilst I do set my temp during most of the working day at that (as I'm usually working outside, but if I'm not I stick on a fleece or padded bodywarmer), in the evenings/nights it's 18C for a total of 9 hours (7pm-1am, and then 18C again 3-6am).
