Quite right. And some of those that do exist are never enforced. Allegedly an indirect free kick is given when: "A Goalkeeper touches or controls the ball with their hands or feet, in the penalty area, for more than four seconds." Good luck with that. |  | |  |

The fourth official should be responsible for timing this. Or there should be an electronic sensor on the goalkeepers' gloves that automatically time it. |  |
