I thought the point of the double deal was for Hull to manipulate the fee for Philogene, but if Everton and Villa have had bids / matching rights accepted at £18m or so, surely there is no longer room for manipulation?
No, because if we are saying "its $XX Million for the pair and you can manipulate the figures how ever you please" then it doesnt really work if the double deal collapses - This all looks to me like Phillogene himself is keen on the move back to Villa which has scuppered things a bit - Otherwise it wouldnt be an issue.

Sign Greaves for 4 or 5m above his actual market value and leave ourselves exposed if we miss out on Philogene? Sounds like utter madness to me.
How would we be signing him above his actual value?
Let's say the double deal is £36m and the bids from Everton and Villa for Philogene are £18m. If we now just pay £18m for Greaves, how is that above his actual value? If he's only worth £13m then we're still paying £5m too much with the £36m double deal.

Because Philogene is undervalued at 18m
I've just gone back through all the stories and the mistake I made is that I thought Everton and/or Palace had bids accepted at £18m and Villa had matched that.
So I now understand why we shouldn't buy Greaves first.
