Quite simple really. And very similar to the use of the word gay
Using it as a derogatory term = offensive
Using it to discuss someone's sexuality = safe territory
Not really. If someone writes S.U.Q. and claims the latter that's ok, but someone else may interpret it as the former and claim its offensive.
