I suppose the problem is that the VAR officials are constrained by the "high bar" on asking decisions to be reviewed imposed on them.

I suppose the problem is that the VAR officials are constrained by the "high bar" on asking decisions to be reviewed imposed on them.
That higher bar being something that has largely been driven by fans complaining about the disruption that a lower bar was adding to the game.
