I suppose the problem is that the VAR officials are constrained by the "high bar" on asking decisions to be reviewed imposed on them.

Haaland wasn't charged over the ball throwing, reason given had been reviewed by VAR. Guess it depends which clubs you play for.

That higher bar being something that has largely been driven by fans complaining about the disruption that a lower bar was adding to the game.
