It seems that now he's looking to ban government scientists from publishing in international journals such as The Lancet and Jama. He's claiming they are corrupt which is another way of saying they don't tend to support his views.
Instead of publishing in well respected journals that have been around for over 200 years he is aiming to start some government-run journals where they will be able to publish (assuming he agrees with what they are saying I presume).
