Not necessarily, the White Jamaican's background can be a complex thing. I only met one when I went there and, but for the accent, I would have taken him to be Californian by his appearance. [edit: so, yes, a Jamaican accent but not peppered with Rastafarian expressions.]
But I now have a vision of a teenage Steve Bruce being spotted playing on the dusty parks of Kingston and brought over to the North East of England to undergo a Jan Molby like transformation into a Geordie accent into which the occasional 'bredren' instead of 'the lads' crept. Although I suppose saying 'mon' wouldn't make any difference...
